London to Brighton - when were helmets mandated?

I wouldn't guarantee it would be first on the agenda, and many such meetings would assume the tried and trusted existing RA would be good to stand. It would be entirely likely that this would mandate helmets so no need to put it on the agenda. But in any case RAs for cycling don't typically work as discussions: they're given to someone who is allegedly qualified to do it, that person does it, and it is signed off. If (as would be entirely likely) there was something on an RA like "Risk: collisions between participants; Control: participants to wear helmets" then that would be nodded through with no discussion.

I think you're being highly optimistic if you think there are training documents about that would cover this when "everybody knows" it's "the right thing to do".

For example, when local Bikeability Scotland provision was passed to the local outdoor education team I suggested it be left to parents/carers to decide if their sproggen should use lids. I was immediately shut down and the evidence I presented was ignored on the basis that they were professionals with certification from all the relevant governing bodies and they couldn't give the decision to the main carers because "they might make the wrong decision". End of conversation.

Perhaps I might have asked for training documents but I'd have bet money it would have been a waste of time.
