Of course there are people who deliberately remove the DPF but that's not exactly the same as rolling coal American-style, which is controlled and purposely triggered at the driver's will, rather than being a purely mechanical (or I suppose I should say chemical) process.

The incident i had last Sunday, in Shropshire, does look rather conclusive in that the smoke happened right after the vehicle passed me, and happened for a few seconds of very dense black smoke, and at no other time was the vehicle emitting any noticeable exhaust smoke at all, not before while i tracked the car in my mirror as it gained from behind, and nor when up the road when he was doing at least the nation speed limit and going up hill.
It's far too suspect of a cyclist hating motoring moron with an illegal diesel engine modification that said moron-driver can switch at his juvenile moment of delinquent optimism.

Local buses sport adverts on the back asking road users to report vehicles with excessive smoke emanating from their exhausts. I couldn't discern the tel no. through the haze.
