Title edited. I'm tired of wading through the crud on Gumtree/FB etc. Looking for something inexpensive with rear rack.

Bikes specifically labelled “tourer” and with flat bars are not exactly common on the secondhand market, in fact they are rare, so you might need to either buy a bike labelled “hybrid”, of which there are always oodles for sale, or buy a drop-bar tourer and convert it to flat bars yourself, which in many cases is a simple enough job.

Can you give more detail about what you are after, size etc, and how you will use it?

Medium - I'm about 5'9" tall. For day rides, occasional overnighter and general commuting and shopping.

Have you considered bikes labelled “hybrid”, rather than “tourer”? Most of them will do what you want, and they’re a lot easier to find. If they don’t come with a rack, they’ll take one.
