Cycling UK/CTC have been running fundraising lotteries for at least the last 30 years to my knowledge - probably much longer.

In the bad old days they used to dispatch unsolicited books of tickets in with the magazine, together with instructions to members to sell the tickets to friends and family then send the money in, a technique I found cheeky bordering on arrogant. (My ticket allocation always went straight in the shredder.) At least they don't do that any more.

Why is this suddenly a big thing for you?

I registered to play the Cycling UK lottery but ran a mile once I'd read the rules.

Rule 5.6: You may cancel your entry into the Lottery by notifying Gatherwell in writing or by e-mail (or via any other methods specified by Gatherwell from time to time). Upon receipt of this notice Gatherwell will;
(a) Cancel future Direct Debit payments as soon as is reasonably practicable.

(b) In accordance with the Act and as described in Rule 3.3 any payments made prior to such cancellation taking effect but which have not been used to pay for Chances in previous Draws will be used to pay for entry for your Chances into future Draws.

5.7 Gatherwell may cancel your entry into the Lottery (in its absolute discretion) at any time. Gatherwell will notify you accordingly as soon as reasonably practicable and will reimburse any amounts which have been paid but relate to future Draws. Other than the reimbursement of any such amounts, Gatherwell shall not be liable for any loss or damage (including loss of the opportunity to enter the Lottery and / or the right to receive a prize) suffered by you in relation to such cancellation.

Why is it not possible to just buy one-off tickets as and when? I don't want any third party taking money from my bank account and me only being able to cancel when it's 'reasonably practical' for them to do so.

There's been a growing number of these lotteries over the last couple of years, it's because the Gaming Commission made some changes to the way they could be run. I wouldn't draw any conclusions about CUK's finances from the introduction of this one.
I don't like them, I don't like to mix my gambling with my charity, but they do seem to be a money spinner. I particularly don't like that Shelter are running one, considering how addiction plays a role in many peoples homelessness it feels inappropriate.

If Cycling UK wanted to make savings on their operations, they could move from their expensive rented offices and rates from GU29JX to say Matlock in Derbyshire where they would pay considerably less.
YHA did just that by moving from Trevelyan House in St Albans to their Matlock HQ DE43YH.
Matlock is more central to the UK and would shake the London centric Establishment of Cycling UK.

Cycling UK does not pay rent; they own their national headquarters, Parklands, outright. It's a freehold property meaning no ongoing lease or rental payments. This is all in their financial statements - possibly reading through might save you the error of assuming...

I quote this from a Google search I specifically made to establish our HQ ownership.
I stand corrected, but still reckon a more central location, with cheaper rates would be a saving.

If payments are by direct debit then you can cancel it at any time by contacting your bank.

Google search can't be trusted any more. It makes stuff up. It's told people to use glue to help cheese stick to pizza. Check any claims in primary sources.

Business rates have been set nationally for over a decade, by the UK government for England, the Senedd for Wales, and the City of London for the square mile. Moving only gets you a cheaper rate if you move between those now.

Offset by the dramatic cost of moving premises, relocating staff, and general admin.

There's no reason for them to move, nothing to gain at all.
