Reminds me of the crud you see under mudguards. But as it's not bike related, is it the crud from the wheel arch on a car?

A clue, It's not something you would normally see on the surface. it is wet but it's not under the sea.

I'll give you another bit of a clue; your looking in sort of the right direction it is a formation of sorts.
