modern veloce are micro shift so it should have more than 2 clicks my suggestion would be to check there is nothing stuck in the ratchet.
remove the lever it is bolted to the bars via a torque bolt turn upside down the and you will have access to the ratchet mechanism be careful there is a spring which can ping off. They aren't overly complicated And unlike STI are easy to take apart and put back together providing you have a bit of experience with small spanners, you will need a decent pair of Snipe nose pliers and a 2.5(I think) hex key . there are couple of Campag videos on how to strip down and the tech docs on the campag site do contain some useful info in particular the exploded diagrams

it took me 3 hours first time I stripped one down now its about 10 minutes to strip and reassemble, should have checked the videos in the first place.
