The local council office contacted me the other day to inform me that they were refunding me about £250 from 1990. It's been "sitting on your account" whatever that means ? I speak to them every year whilst going through the payment process and this has never been mentioned.

They're happy to refund the money but my question is, do they owe me compound interest on the money ? They went into a spin when I mentioned this

Council tax wasn't introduced until 1993. If they contacted you by email it's almost certainly a scam. Do not give out any bank details etc for payment - ask for a cheque to be sent to the address they have.
