The missing clearance between tyre and brake so that mudguards can once again be fitted routinely on all but genuine competition machines.

Goodwill between cyclists no matter what they ride, what they wear or what colour their shoes are

Sensible bicycles (mudguards, rear rack, sensible sized road tyres) being the rule rather than the exception.

Bicycles are largely seen as either a) a tool for the poorest to use with no love of the machine itself b) a toy for those with the money and mindset to lycra up of the weekend and pretend they are a professional racer; not a bad thing in and of itself, but it does perpetuate the idea of cycling as sport, as opposed to transport.

However, getting the average punter to buy a sensible bicycle is easier said than done.

There are plenty of bikes that can take full length mudguards and wide tyres so that's not really an issue imho

Triple STI shifters on the latest groupsets so you don't have to have ridiculously massive cassettes with unbearable jumps like on a Rohloff/Alfine when wanting lower gears.
Classy looking triple chainsets (like dura ace 7703 or 90s campag) but with 110/74mm bcd
Manufacturers to produce useable modern cassettes that aren't limited to an 11 or 12t starting sprocket, a 13-30 or 14-32 11speed cassette would be great.
The big 3 to produce individual sprocket sizes to make your own cassette without it costing a ridiculous sum or resorting to a differing manufacturers kit that are either spendy or made of material that is too soft.

Making cycling on road 'feel' accessible and a viable safe option to travel/get to work/school etc for everyone including disabled.
Put back not needing unprovable plastic/foam/reflective/coloured materials to be safe.

For those in the know, no. For the beginner who's just been sold a bike that's a nuisance to commute on it does make a difference. How many of those threads do we have on here? (EDIT: viewtopic.php?f=5&t=103778)
So maybe it isn't the lack of availability, but how bikes are sold.

Roads without potholes - I suspect many on this forum are too young to remember.
