Rims for tubeless/tubular 700 tyres

I know there are wheels that allow both a tubeless and a clincher fit. But I didn't think there were any for both a tubeless and a tubular fit.

Tubeless and tubular are totally different.
Tubular (tubs) have integral inner tubes and are glued on. Nowadays almost exclusively used for racing and not usually at the lower levels.
Tubeless. The modern technique of using, ideally, specially designed tyres and rims, avoiding inner tubes.
MTBers are into home made tubeless as well as the lower pressures used work with non specific tyres on occasions.
I suspect that you mean tubeless. Most tubeless rims can be used happily with inner tubes as can the tyres. Sometimes they are a tight fit. For road purposes you need to look for tubeless specific tyres and rims.
