Just returned from Devon - walking this time. I can recommend the Price of Peace near Hatherleigh. The owners are cycle friendly and the BnB is about a mile or two from the end of the Tarka Trail at Meeth. There are pubs for food at Meeth and about one mile away in Hatherleigh - the owners will drop you there if requested.
Mountain bike hire is also available locally and they will drop off at any BnB within 3~4 miles.
