Other providers are available, always read the label prior to use. Posted on a forum that contains track nuts and cannot be guaranteed track nut free. Wash at 40°C. Do not dry clean.

Try you home insurance company. Many include it with their 3rd party liability (or include it if you add your bike to the policy).
From personal experience two companies (current and previous) both included 3rd party liability whilst cycling as part of my home cover. I called and checked with their telesales people who were well confident (did not have to refer the question to experts).
Whilst many here have said their company does include such cover, do check with your and check the level of cover. It would be terrible if you made assumptions and your company did not cover you (adequately).
If you want a separate cover, people have posted here that London Cycling Campaign can provide 3rd party liability insurance for less than £10 http://lcc.org.uk/pages/third-party-liability-insurance - though I cannot comment on their cover and offering (I've not used them and not studied their cover).
