I usually deflate until they are super-squishy to the touch, but that's still around 3-4 psi. It's enough to provide a little protection but still keep the authorities happy, regardless of whether they understand physics.

Velcro straps and pipe lagging around mostly deflated tyres should be a good option.

Seeing the 'slashed' comment above, I wonder how they would cope with a solid tyre
