I wonder if the 'regulations' thing is a bit of a red herring. Certainly 2 pack is more hazardous than cellulose (the old favourite). I seem to recall the regulations only apply over a certain litreage per annum for being able to purchase and use, but I may be incorrect and of course these regs are often changing.It is possible to buy brush-application 2 pack for private use, which of course could be sprayed (thinned) if you had the equipment, but would be very foolish (maybe fatal) if you didn't use the correct fresh-air breathing equipment. If used for brushing it's deemed ok as a breathable spray isn't created, although I'd certainly use it in a well ventilated area.

This is my bike that was re-sprayed through Roberts a few years ago. Today I tightened the seat binder bolt and a chunk of paint just fell away to reveal the white undercoat. So frustrating.
This is typical of this paint, is it the poorer toughness of the newer paints, or is it also poor application and that the top coat isn't bonded properly to the undercoat?
I had posted this below image previously, but again shows paint chipped off through the chainstay protector strip, this shouldn't happen.

I certainly don't have that problem with my Spa Tourer frame (bought 2014). I don't know if the Spa is painted in Taiwan (and their paint regs?), but I believe the forks are made in UK (so presumably painted here), and again no problem. I'd say the top coat isn't bonded to the undercoat on your frame, for whatever reason.

Quite possibly.
I have 2 other frames resprayed at Colour-Tech about a year after the blue one. When I eventually get a chance to build them back up it will be interesting to see how the paint holds up.
