Nor will I use a cycle track unless the roads are clogged up
That surprises me; you probably have a high spec bike which prefers roads, or is it speed which counts and cycle tracks invariably go about the houses?

I ride a Dawes Galaxy with a few upgrades (I'm only a student) and it can cope with most cycle tracks but only at low speeds (still faster than a jammed full road if I'm getting home from town.) As you say, cycle tracks can often be too scenic and you have to stop more. They also aren't marked on the 1:250 000 maps I use and aren't signposted for my sort of distances.

They aren't singposted for anybody's sort of distance; you just have to know they are there and not pavements. Mel hit on something on the other thread re their cegenation.... miscegenation!
It should be possible to analyse precisely how to make them more useable by being better marked, and to circulate County Councils to the effect. CC cycling officers would have absolutely no idea or inclination of sorting out
their lack of use.... and may even think they are.

Re: "A"" Roads for cyclists
I used the cycle lanes into Northampton the other day. Nice lanes but NO signposts except to say City Center. Signs that saitd things like Railway Station would have helped. The lanes in the city are basically footpaths. The main roads are very narrow and full of fast traffic, so, I thought I'd use the cycle lanes. What I would like to say is "What idiot thought of mixing people and bikes" I can cruise at 20 mph fullyloaded with by camping gear. If somebody was driving a motorcycle at this speed on the pavement there would be hell pay. As it happenend there was a concrete post just by the Station that didn't leave me enough space and I was "unseated". I think the Northampton town planners should be hunted down and disposed of.
