High visibility at night

Whilst touring I often find my self trying to get to a hostel / campsite after dark. I was thinking wouldn't it be great if cars could carry UV bulbs (Black lights) so that high visibility jackets were bright in car head lights!? Has anyone ever sugested this before? Have I overlooked some obvious saftey implication of this?
