I would never dream of using this very very busy super highway on a racing bike, never mind a mobile scooter. Poor sod, anyway he made good use of the local bike path nearby.

If it's the guy I've seen before, on the back of his scooter is a home made sign saying:-
It IS Street Legal!!!!
The guy is an accident waiting to happen and some poor sod of a driver will get the blame when he's hit.

"The guy is an accident waiting to happen and some poor sod of a driver will get the blame when he's hit."
I take it you are referring to an electric chair/scooter, if it is capable of 8mph and has lights and signals then it is legal on any road except motorways. If a driver hits him then the driver is at fault, he should be driving at a speed which allows him to stop in the distance he can see to be clear.
Would you say "some poor sod of a driver" if he hit a cyclist? I think not.
