An angular bearing has three components: balls, cones and races. You can replace cones and balls but typically you cannot replace the races. Unless you replace all 3, it will never feel butter smooth.
So if it works fine, with no play by simply replacing the balls, that's probably as good as it gets. Replacing the cones might be expensive and might not make it much better.
It will wear quicker, but balls are cheap...

If it feels rough determine where the damage is. If it's the cone replace it. If it's the cup tolerate it, polish it or replace the hub.

I think that a serviced hub should feel margarine smooth once more and if not one of the the parts had been damaged in one way or another.

You might be able to polish the bearing surface of the cones enough to get the 'sounds a bit rough' out. I've done that in the past.

I think the only difference between 135 and 130 versions of the RM40 hub (apart from the axle length obviously...) is the LH spacing.

Given that your problems were originally with the freehub mechanism, it isn't clear that there is any point (or need) in changing the main hub bearings.

If winter use causes a freehub to misbehave, you can bet money that it probably isn't well enough sealed or lubricated. Might I recommend a lube port and some SFG?
