That's one very unusual wheel.

ten spoke holes on the closest flange - radial spoking.

No spoke heads visible on the far flange !!!! - not radial spoking.

What on earth would have caused this?
It could have been nasty if it happened when thy bike was in use.

Not unheard of for a rear wheel. I wonder if this has been a winter fixie and we can't see a single sprocket on the drive side (probably as it's been removed). Good old winter salt and the rest.

isn't it a campag (Zonda, Vento?) from the 8s era, before they had 2:1 spoking?

are your its not a modern easy lube system that tells you when it needs lubing? watch out for your fingers once done and it snaps shut again

Wait a couple of weeks till the chance of frost is over, pop it in the ground with a 2:1 mix of mature compost and John Innis No2 and water it well for the first two weeks.
In the autumn you will have a lovely crop of new hubs.
(Little tip: if you want 32 hole, prick out the first few buds and discard them).
The older I get the more I’m inclined to act my shoe size, not my age.
