An entirely proper one I might add given the
report so far.
Then if your own lock were broken it would be criminal damage to YOUR LOCK; a rightful impounding of a bike, or if empty, a complete and utter stymie! ( and in the latter case no damage to HIS lock.) an impounding would not be a theft.
(A parts borrower would be very uneasy indeed about committing a crime like that. He does not like interfering with locks!)

Re:Pay to park your bike in Birmingham
I've tried adding my padlock for a few days at a time but this only seems to have given him the message that he should store his D-lock outside of the locker, rather than inside where he then can't get at it!
I've been tempted to add my lock in the afternoon instead - when his mountain bike's in there but I'm cautious about upiing the stakes as I park my own bike there and don't want to provoke retaliation. mind you, I've recently lost the key to a padlock at home and could always use the Brompton for a few days.....

Perhaps he has got his eyes on your bike already!
Does he know who you are by sight?

Re:Pay to park your bike in Birmingham
Seems to have become a bit about theft.
How about this:
When I was at college a rather attractive girl asked if I could mend her puncture - seriously!
When I turned the bike upside down to get the wheel off I glanced at the frame number and realised it was my own Raleigh Gran Sport stolen five years previously. Since resprayed but I recognised the rust pattern by the number!

Re:Pay to park your bike in Birmingham
It seems that there is something lacking in the "provide your own lock" system.
The lockers in Park Street, Cambridge have integral locks. You pay a deposit for the key, when you have rented the locker, it is yours for the whole period of the rental. It is cctv monitored and the attendant can get assistance at any time if someone is tampering with the lockers (plus they are recorded on the cctv record).

was my own Raleigh Gran Sport stolen five years previously. or sell your own watch back to you at the other end of the Portobello, when you get down there.
