There are several previous threads which describe the surface in some detail over most of the length.

eg Here's a recent one

Somewhere there's another with info from somebody who rode it in a day and had a lot of trouble with the mud IIRC, but I cannot remember the time of year

I did the bit from Chorley over to Skipton last year on 28mm road tyres, well do-able on a hybrid. A lot of it's rutted single track away from the big towns.
I ended up with my mudguards jammed solid with mud towards Skipton even though it wasn't wet, I'd leave them off if I did it again. It's like that from a couple of miles before Silsden coming from the Leeds end.
I'd stock up on some food and water in Skipton if I was coming from Leeds .
