Answer this question. did the 2nd car need to have any road tax?

Heard this on the BBC news this afternoon.
Not said what he was guilty of though, other than of using a motor vehicle in a condition likely to cause injury.
Sound too simplistic to me as the report doesn't say WHICH vehicle.

Overloaded?
Unsecured load?
