Assuming it's a standard collar, then 28.6 is most likely, providing it's not a proprietary size. Knowing what make the frame is would be a big help..

If it's a fixed wheel, presumably no rear brake then? I think some of them had an integrated cable hanger, which may or may not be needed.

Try a 28.6, it's just possible it's 29.0
Any shop should have one.

there are plenty of TIG welded steel frames that use an externally flared seat tube so that they need a larger collar than you might expect, e.g. around 30mm. [Dunno about a Pompino, but otherwise if it is 27,2mm seat pin with a 28.6mm clip the tube has to be no more than 0.7mm wall, which is too thin to weld to.] IME the 30mm size (if that is the one you need) is not that easy to find.
Suggestion; a couple of jubilee clips around the seat pin might stop it from slipping down, at least for the ride home?
cheers

got 1.5 million pairs of socks, no jubilee clips.
it's an 8 mile cavendish sprint including sharp uphill for me later.

I have a Spa Audax frame and its seat collar pin snapped a few weeks ago. It has a 27.2 seat tube
diameter, but I bought a size 31.8 replacement seat pin collar that fit the frame. Tighten to 6nm.
The old one didn't have a measurement on it. I also use a jubilee clip as an added precaution
to stop any slippage.

Doesn't the old one have any helpful markings?

it's annoyingly blank.
just to say that 8 miles whilst standing on the pedals on a fixed bike is a PITA.

I would have thought that one part spared was that.

Hi
Too late now, but my steel frame has a 31.8mm. I have a collar around the seat post as well for a couple of reasons:
Emergencies like this

It marks my saddle height should it need to be removed for any reason
It's somewhere to attach my Carradice Bagman and can be moved around more easily
Regards
