you may be able to hammer a torx but into the hole and get some purchase that way. Replacement bolts are not easily come by.

One comment I would make is that stems of that sort are often a lot of trouble. Unless you definitely need to be able to adjust it on a regular basis, I would say that you are likely to be much better off with non-adjustable stem.

cheers

Hi
Yep, torx bit, or a broken screw extractor bit. I'd start with the torx bit though

Not sure what is standard for an adjustable stem, I have one here that is m6 (thread pitch 1mm) so I guess you could start with an M6x1 button head socket screw of the same length as yours from eBay, grade 8.8 or above, or cap screw with a couple of sturdy washers would give you a bigger Allen fitting for the same size of screw, so should round off less easily. If you have any long v-brake pivot bolts you could see if they fit. M6 means 6mm outer diameter of the thread, so measure your existing bolt.

To remove the old one put some penetrating lube or failing that any kind of lube to soak in, grind a slot into the bolt head if you have a Dremel, plus the other suggestions. As has been said if you can get a rigid stem of the correct angle/extension it's better anyway. If there is another bolt on the underside of the stem it will definitely help to loosen that before attempting to free this one.

Some of those adjustable stems require the stem bolt and or the adjuster bolt and wedge underneath to be removed before you can release the side bolt. The one you are trying to remove may have a recess which sits around the stem bolt hence it won't budge until you remove the stem bolt first.
