seems like the proscription didnt stop people from camping there I read some where - the place left like a dump with heather hiding human excrement

As I said in the first reply to this. There are current rules that have not been enforced so they have introduced some more rules.
Reminds me of the man who was given a driving ban for dangerous driving. As he had 13 previous convictions for driving whilst disqualified not a lot of point.
