Those "charge/discharge units" will be the same object as used for charging EVs at home, and possibly some other locations. Some will be ordinary 13A domestic supplies, some will be dedicated units. Plus smart meters.

The limiting factor will be the software and the tariffs that determine the incentives. There isn't any particular new technology that's yet to be invented.

The 13A refers to a socket which may be on a 32A circuit or maybe a 16A radial circuit.
I know the technology of the units isn't new - transformers, rectifiers and inverters have been around for a long time - there are also associated energy losses.
The question is will these devices be provided in sufficient number plus the relevant infrastructure in a timescale that matches up to the governments ambition.
How many of these vehicles will have access to a domestic unit? How many will have to be parked on a street ?- or some other dedicated public space
Will sufficient numbers of vehicle owners be prepared to leave their vehicle in one spot for sufficient time ?

Your subsequent post shows a very nice chart but the units are in GW - so storage becomes another power source - but if output was measured in GWh storage would be a net zero contribution - nothing wrong with that but we have to compare like with like.
The difficulty with storage is not the power it can contribute at a desired time but whether it can contribute over a sufficient time period in the event of a sustained energy shortage - such as may happen to wind generation in a sustained period of still conditions.
I stand to be corrected but I think a 10% fall in wind speed will lead to almost a 30% fall in wind energy.

The question of total future demand was raised. Those figures give the National Grid's projections.
