Can I cut this bit off my rack?

Wrap gaffer tape or similar round both stays (mudguard and rack) to stop them rattling.

Do the job properly - just trim off 3mm and add a spot of paint.

Personally I would consider, partly unscrewing the mudguard stay nuts (of the mudguard stay which is currently touching the rear rack) slightly bending the mudguard stays so rather than have a straight stays which touch the rear rack, the stays are slightly bent around the rear rack with the arc of the bend facing towards the rear wheel, and the curve of the bend now clearing the rear rack and then tightening the mudguard stay nuts back up

Yeah it's only aluminum easy cut and shouldn't corrode if you file the edges and cover it after with paint -- or use a dab of black under seal.

I tried to zip tie it but couldn't work out a way to keep the tie on reliably and have it pull in the correct way. So - just bent the stays a little bit and it seems good. Will keep an eye on it

maybe a few minutes with a file instead of a hacksaw might make it look neater
