A quick update, and thanks for all the replies.
I picked up a pair of Ridge (Halfords) neoprene overshoes for £13.00. I've used them for a couple of weeks now when the roads have been wet, and they have been pretty good so far. I've had one real rainy ride and they kept my feet almost bone dry. I put them on just before I clip in and take them off as soon as I get off the bike, so I don't walk in them at all.
Not sure how these are going to perform as the temperature drops, and I don't expect them to see me through a full winter, but they may surprise me.
