I use any old detergent and water, fairy liquid, Car shampoo and so on. I would think degreaser would be good too. Rinse well.

I just use a dry rag - usually old underpants.

Maybe use a damp cloth with a little washing up liquid applied with water, then rinse to get it off the tyre?

I use washing up liquid in a yoghurt pot of water and an old tooth brush.
Wipe with bits of toilet paper.
Takes a few passes though.
For tougher stuff i sometimes use anti-grease cleaning wipes i got from aldi or somewhere.
Kind of like wet wipes for serious muck.
