I thought the rules were broader than making parties illegal. I thought it was meeting others outside your bubbles socially. No "OK if briefer than x mins", not exempted if you didn't realise the event broke the rules (how many drivers "didn't realise I was in a 30 limit despite the sign"). CoJo was at the cake do and she was his partner nothing to do with work.
Johnson's supporters seem to be trying to redefine the rules by suggesting rules banned parties and it was not a party - true tat rules did ban parties as well as any gathering. They declare he was ambushed so is the driver being hassled by the hooligan nuzzling his bumper allowed to break the speed limits?, etc.
Johnson has admitted breaking his own rules on more than one occasion - that is the relevant bit for me. That he was clueless enough not to realise what sort of event he was attending just makes him look even more stupid.

Rees-Moggs rewriting of the constitution has two possible implications:
(1) The Nixon doctrine - it's not illegal if the PM does it.
(2) We should have an immediate General Election.
Rees-Mogg, of course, wouldn't be anywhere near a position of responsibility under anyone but Johnson. Along with a fair slice of the rest of the cabinet.

Re presidential system, we don't seam to be so far from the American system. They have impeachment but voting along mainly party lines seems to make impeaching a president virtually impossible, even when it's not a party political matter.

I'm in favour of moving to a presidential system. But not drifting into one with even worse controls than we have at present.

PS: Clinton and Trump were both impeached, Trump twice. Neither was convicted.
