Ah ok, that's slightly different, had assumed it was meant using ANPR data directly to issue tickets in the post.
Using ANPR checks on vans to flag up vehicles registered outside the area to assist them in targeting which ones to pull over makes far more sense. Totally over the top but can see how that works.
And yes, most won't stand of course if correctly contested, but they're relying on people not knowing the law.

High value business men are now exempt. Think that means Tory donors can no longer spread the virus and have no need to isolate.
Blatant or what?

Perhaps not quite as blatant if the exemption list is considered in its entirety:
- "High value" business travellers
- Certain performing arts professionals
- TV production staff
- Journalists
- Recently signed elite sportspeople

There are arguments to be had over whether or not certain business people should have some exemptions in order to smooth he commercial finance action of the country.
But to call them "High value" seems crass, inaccurate and inept.

Covid train travel checks by North Yorkshire police
People travelling into North Yorkshire by train at the weekend are being warned they'll be asked where they're from and why they're visiting.
Supt Mike Walker from North Yorkshire Police said: "Those travelling into railway stations will see an increased presence by British Transport Police.
"It's our job to engage with the public and find out the purpose of their journeys, especially if we see groups of people arriving.
"The more we can encourage people to only travel when necessary, the better."
Meanwhile police have been stopping motorists from outside North Yorkshire attempting to cross into the county and checking they're not "inadvertently bringing coronavirus with them".
The North Yorkshire force is also using number plate recognition technology to police the regulations.

Rather like those who get off a substantial driving ban because of a job or professional necessity....

I'm pleased that cuk advice seems to be along the same lines that some of us have been taking above, although I'm not clear what's meant by a "break." Also, there's nothing about visiting shops outside your own tier.

I have been operating under the assumption that essential stops do not count as a "break". "I need a wee", "I have run out of water", etc.
I suppose "I am hungry and will keel over if I do not buy Chocolate Hob Nobs from this shop" is a bit of a grey area.

Non-story. Bad reporting. Where a place is split between two tiers (like the restaurant in Tydd Gote), the higher tier applies to the whole. The law drafters saw that one coming and made it clear: "For the purposes of this Part of this Schedule, a gathering takes place in the Tier 3 area if any part of the place where it takes place is in the Tier 3 area."

Cycling UK state:

I live in a tier 2 area. My cycling club and other members live in a tier 3 area. Now according to the cycling UK 'rules' I can meet my fellow cyclists (max. 6 in a group) but if they stop in a tier 3 area for a break, I cannot, and visa versa.
Further UK gov rules state:
you can continue to travel to venues or amenities which are open, but should aim to reduce the number of journeys you make where possible. There is no reference in this paragraph to the location of the venue, tier 1, 2, or 3.
So the quesion is, is cycling UK correct in its interpretation of the rules and secondly does the word ' travel' so often used in the advice and legislation really meant to apply to cyclists . or even walking or running. (ie, exercise)

I live in tier 3. I'd need to travel about 100 miles to get to tier 2 -ezcept for Scotland and it is literally against he law to cross the border to The Borders which are Scottish tier 1

Yes. They are 2 just now but 1 on Friday. My son in Lanarkshire goes down to 3. I do hope but doubt we will drop to 2 next week.
