Not having appropriately sized radiators isn't a heat pump problem - although it is more noticeable at that point. Of course the real answer is to run the heat pump for longer, at an even lower power input.

Doesn't seem to be on their website (also who picked 'Possible' as their name? that's really not search engine friendly!). Articles failing to link to actual research really bug me.
Hmm, it's an old report (2004) but 'Nitrogen Dioxide in the United Kingdom' at https://uk-air.defra.gov.uk/research/aqeg/publications doesn't seem to reflect that. Obviously their 2020 figures are forecasts but for that statement to be true would suggest either/both a significant increase in domestic NO2 emissions or a much larger decrease in that from power stations. I don't know if that then draws further queries on possible's research, without knowing what data they've used and what they've done with it it's impossible to comment.The data also shows that home gas boilers collectively produce eight times as much nitrogen dioxide as the power plants. NO2 is an air pollutant linked to tens of thousands of early deaths a year in the UK.
Diesel engines are the main culprits for NO2, particularly when looking at exposure rather than total emissions.

Just for fun we recently visited show homes on 3 nearby new estates and looked at details of 2 new estates where I used to live.
Every house had a gas boiler.
All the radiators were very small probably unsuitable for heat pumps.
Two of the most expensive houses had woodburning stoves and chimneys. They were the only ones with chimneys or fireplaces.

Were they also build of ticky-tacky, situated on flood plains and bereft of any supporting local services such as shops, doctors, police stations, public transport links and even enough roads for the probable 3 cars per household? Yes, they were ticky tacky, not a solid wall anywhere. Tiny gardens, limited parking. Far out from facilities and community centres. One estate had plans for local shops, park and ride, care home, its going to be 2500 houses. The others were smaller and didnt get their own infrastructure.
Around here, lots of open community spaces and good cycling and walking paths. New thing £1 bus fare anywhere in town.
About a mile from here a year ago on a recently built housing estate an ex Royal Marine commando stabbed a next door husband and wife to death in a parking dispute. He got more than 20 years.
