Not officially. If you consider Windows 10 an upgrade, I think you can still get that for free, as long as the Windows 7 installation is legitimate. Personally, I prefer Windows 7, but YMMV.
I'm with you, Windows 10 is ok but 7 is fine by me. The upgrade from windows 7 isn't straightforward since you have to replace BIOS with UEFI and the disk file system is different. I think I'll stick with 7.
