why build on a floodplain with legs rather than one of the many brownfield sites less prone to flooding?
Some developments attract a handy package of grants etc. I've no idea if that applies here. There's also often a big difference between the proposal and the resulting development as the publicly desirable elements are dropped. Again, no idea here

Cornwall is somewhat hilly to ride a brompton. Also it might surprise you but areas of East Sussex eg Hastings are deprived areas too.
