Islabike beinn20s vs large

My 4YO is currently on a woom2 and looking too small. I really want to avoid buying a 16inch as just don't think it's worth it. However we've just sat her on a beinn20 L and it's just a tiny bit too big. She's only a cm or 2 too short to touch the ground with the reflector removed. However hubby thinks she's also reaching too far for the handlebars. I am sure she'd be able to touch the ground with the 20s but is the 'reach' any smaller? I hope this makes sense. There is a lucrative second hand market but it's difficult finding any that are within driving distance for my daughter to actually try one. TIA
