OS maps from the 80s and 90s are free or pennies, both Landranger and Routemaster. You can quickly annotate them with comments, drawings, warnings, recommendations and memories, all of which will be there in 5, 10, 20 years - for however long you keep the map, which is more than can be said for electronic files and apps.
out of interest where do you get those OS maps for that price/free?
Not arguing with your general point but you can annotate offline maps on OSMand by plonking POI markers with your notes on the maps - you never lose tham and could be argued more visible/legible that scrawling on a paper map.

"Scrawling" - well, my scrawling is more enjoyable and personal to return to on paper than my digital scrawling. And it will last for as long as the ink, not for as long as your app/oS/digital support.

Charity shops, second hand shops and online are generally the sources for maps.
