SPD-R to SPD-SL

I've just picked up some new SPD-SL pedals. I thought the cleat would fit onto my SPD-R shoes as there are holes in the right places but on closer inspection there isn't any bit of metal under the holes to bolt the cleat to (only one for the SPD-R bolts). Is there anything I can do or is it new shoes?
