If they weren't driving to conditions and were startled by the sudden appearance of a cyclist on the road, they should be challenged on that.

In neither case, does this mean send the police out to let the cyclist know that there is a problem.

I’ve been to the IoM, and although there are some bits that aren’t particularly wonderful, I can’t say any of it looked infernal.

I suppose most here enjoy a challenge and a physical effort, like the hassled cyclist. I would have preferred my own bike, but it wouldn't have fitted on the boat. Sailing on a small yacht is not always comfortable, but I find it fun.

Honestly? I'd try to speak to the drivers that called to report 'nearly hitting' the cyclists & try to find out the specific circumstances from their perspectives. After that, it would depend on their responses. But I would think that at the very least, it could be an opportunity to get them to see it from the cyclist's point of view, and perhaps a teaching moment.
