Transport for Greater Manchester (TfGM) offers Cycle Hubs as a safe and secure place to lock your bike under cover, protected by CCTV and a swipe-card entry system, £10 per year basic, there are a couple of "posh" hubs that cost more. These hubs are at Train and Tram stops in the main as far as I know, but I don't use the city centre ones.

We also have blue bike lockers, one off cost about £10, not very good as a standard straight handle bar bike doesn't fit, I used to take my folder!

A couple of things from down my way. I cycled 18 miles to hospital and had to lock my bike to an uncovered bike frame then walk past one of the largest covered smoking shelters I have ever seen. My local shopping town has just installed what looks to be a good bike park facility in the town car park but for some reason the cyclists have been put at the end of the car park furthest away from the shops and toilets.

Look over the Channel for examples. In the Netherlands bike parks at stations can be huge. We have some here in Germany too.

At my local tram stop a new bike storage with controlled access is being installed. It's not in use yet. The idea is park ad ride.

At a station I use quite often there are locking bike boxes. These are quite common in railway stations. My wife and I used a couple (not at a station) in Marburg on a tour along the Lahntal Radweg. One of them was occupied by a homeless person.
I am NOT a cyclist. I enjoy riding a bike for utility, commuting, fitness and touring on tout terrain Rohloff, Brompton ML3 (2004) and Wester Ross 354 plus a Burley Travoy trailer.

Thank you for news from the continent, we used to be a part of europe, maybe we will be again !
I think the homeless person is being very resourceful.
