Additional, perhaps to me the most interesting thing about the clip was the driver's lack of judgement.. if he had waited just ten more seconds it appears that not only was there no on coming traffic after the on coming car, but considerable less parked vehicles.
Personally I would still give it to the police, the driver may already have a string of complaints against them...
I don't bother reporting bad driving as it would become a full time job. I have however reported 2 drivers recently whom the police are going to charge with careless driving.
In your first sentence you say you don't report bad drivers. In your next sentence you say you have reported two drivers. Was that for careless, as opposed to bad driving? How do you distinguish them?
I report close passes/near misses. I have had forward and backward facing cameras for about four years. In that time I have reported three incidents to the police and action has been taken. Separately I have reported two incidents to the local bus company and, again, action has been taken.
If a motorist does someting like cuting infront or does a close pass that I consider just poor driving, will let it go as not my job to educate all the bad drivers. But if the driver is agressive ontop of being a bad driver, that I won't let go as sooner or later they will cause an accident, their rage needs to be seen to. By reporting them, they will be wary of every cyclists, as they too may have a camera.

Poor driving can kill you just as easily as aggressive poor driving.

I have had since the last couple of years, a camera on the front.
I use it on my "daily" bike, my leisure penny farthing and my motorbike. I have reported two instances to my local Police Force of Suffolk, firstly a very close pass by a car overtaking me on my penny farthing, secondly when riding my daily bike when a driver failed to give way on a single track bridge forcing me to make an emergency stop and hop the bike onto pavement.
On both occasions the Police Force failed to provide me with any feedback or conclusions whatsoever, when pressed several months later they hid behind "data protection" which is ironic given recent high-level revelations of outrageous releases of personal data by Police. Seems they value protection of offenders above all else.
I have, unfortunately, come to the conclusion that the Police in general are an unaccountable black hole and I will not waste any more of my time reporting near misses, I will only report incidents which I hope I never am involved in that involve actual injury.
