In Norway, the the equivalent of the Design manual for roads & bridges states that bollards & swinging booms used on cycle paths have to
1) be lighted or under lighting
2) if the lighting is overhead, have yellow or yellow & black reflective material on them.
I don't think that path is wide enough to have a bollard in it. Overall, it is a very poor design, and frankly doesn't make much sense.
