Looks like a standard top swing bottom (cable) pull Shimano mech to me.
An older model perhaps, but they have come in various guises of top pull/bottom pull/top and bottom pull. A variant on the model pictured is still bottom cable pull, but the cable clamp and pulling arm sticks out to the left hand side.

1. derailleur mounted behind seat tube but looks as if it's supposed to be
2. bike needs TLC

Cable clamp bolt is no the wrong side you can’t get access to it with standard alen key.

Grind an Allen key shorter?
Is the tab washer under the bolt head properly assembled?

You can buy short alen keys why

should need it for something like this.

I think the fd has been disassemble by somebody and reassembled incorrectly.

F. Mech. Needs to….
Get all the chainrings without chain fouling
Follow the curve of the rings
Big ring = tight cable
Index?
Any more?

From your photo it’s impossible to tell if it’s correctly assembled or not…. But if it’s possible to assemble it with the pinch bolt the other side, it then becomes a “top pull” mech?

Maybe it’s designed for a triple chainset and if the chain was on the inner of three rings, the cage would drop lower to give access to the clamp bolt

No I tried that I could not get access.

Told the owner to get a new fd and get somebody who new what they are doing to fit it.

Am I missing something here? You are a bikability mechanic / instructor and you are asking on this forum about a front mech

If that's a nexave t something 300 then if is correctly set up. I think it's one of those where you can have it as a top pull or bottom pull by switching the position of the mount...

..I would try and find some more details on the web but I'm cooking tea at the moment....
