The longer the wheelbase the better for handling and for fitting panniers.
40mm tyres with Schwalbe SV6 or SV6A tubes (or AV6, AV6A Schraeder equivalents). Wider is slower, narrower is less comfortable.
10Kg would be nice, but unlikely. 12Kg is acceptable. Ability to roll folded is a big plus.
V-brakes ok. Drums would be nice. I'd avoid disks.
Handlepost height adjustment useful BUT if you want to climb out of the saddle (I never do) then a stiff one-piece of the right length proby needed.

All sorts of Brom hacks available, including bigger wheels, 8, 11 and 14 speed hubs, disc brakes, integrated rack rear triangles, front pannier rack for the standard luggage block etc.
