A 9 mm tubular box spanner within an 11 mm box spanner doesn't work. It's too tight and the smaller spanner cannot rotate. I ended up making a tool by cutting out a section of the 11 mm spanner. It worked, but the "neck" bends when you tighten the locknut firmly. It can be easily improved and made stronger with the same basic principle.

FWIW I made my own tools for this job via welding, having cut up a few 1/4" drive sockets. However welding probably isn't necessary; soft soldering or adhesive bonding will most likely be OK for a cone tool. The parts can be prepared using the SG method.
