Those Blackburn fittings went into the triangular hole in Campag-style dropouts.
Dropout styles have changed, and most frames wouldn't take them even if you found some, or made some.

Thule do "Pack'n Pedal" racks specifically with bikes without braze-ons. A pal has one she uses on her 'cross bike, I think she's happy with it.

Would one of these sort of things work? I've had no problems using mine for shopping and work stuff. Don't think you could load it up for touring though.

My nephew got one (older version) with a set of cheap panniers - the sort that are attached to each other and sling over the top platform of the rack - for a one-off cycle-camping trip with me. I carried almost all the camping gear (iirc, he carried his sleep stuff and plate, mug etc.), so he wasn't overloaded with gear, and he was under the 10kg limit. Despite some attempts with the rubber shims and some on-the-spot experimentation with other shim material, we couldn't stop it moving sideways, though we did reduce the movement somewhat.
