Why not just cover the top half of your wheels up, where the spokes are moving faster. Must be more aerodynamic.

On a moving bicycle the top of the wheel is moving twice as fast as the bicycle. So for an instant double speed boost put your wheels on upside down

remember please the real enemy here is fatigue,so anything you can do to the surface [bead blasting, polishing etc] will help. Spokes are manufactured using material displacement techniques [such as forging or swaging] in part because it is simply more economical on material..
