If I "Search these results" or "Search this topic", why does it search the whole forum?

No idea. You need to ask the phpBB developers...
The "search these results" just seems to add the extra search term to those already entered.

It defeats the point of the function if you try to find something within a thread or result list, and all it does is return that term from any thread on the forum though.
