New Ribble Ultra Sport Handlebars
Is there a gap on level 5 bars where the bars meet the forks. Building up a new Ribble and there’s movement in the headset. The steering bolt didn’t come separately either. Any ideas it’s a brand new bike. When you tighten the bolt on the cap it’s not flush

No there shouldn't be a gap. It sounds like there is a spacer missing or the steerer tube needs setting. ?

there should not be anything which looks like a 'gap' in an aheadset. If there is any such thing it indicates one of three things;
1) you have assembled the headset incorrectly, without 1 or more parts.
2) the steerer tube is too long, and needs to be trimmed to length.
3) there are not enough spacers.
Obviously 3) is easiest/cheapest to deal with. It is fairly simple to deal with 2) but it is very invasive. If you are not familiar with these things, I would suggest that you seek a second opinion if you think you have something other than a type 3) problem.

Thanks for the help. The steering post should have been supplied separately but was inside headset. Didn’t get a torque spanner either. All fixed now
