Help with Dutch bike questions

Hi,

I’m about to service and tweak a Dutch bike for a pal. It’s a Batavus Entrada Spirit. ?From the early mid 2000s.

The plan is to add a Steco rack with a Basil plastic crate, and a child seat for her 4yr old.

I’m stumped by the headset and stem.
I can’t see any means of adjustment.
Has anyone seen this type before? Any tips?
Apparently the stem/ light combo is Batavus’ “Logic Light”. I found a manual online, which advised ‘consult your dealer before adjusting this type of stem’


I plan to replace the stem and fit a different front light, on the light mount on the Steco rack.
I also want to fit a dynamo rear light on the rear rack. The existing one is a broken, battery powered one.

3 things I would NOT do;

1. put a 4 year old in a child seat.
2. work on somebody else's bike when I didn't know how to do the job.
3. take any notice of random "advice" on the internet

IMHO Batavus have a proven track record of differentiating their bikes from others by including some parts that are 'unusual', crap even. This stem is probably a case in point. I expect that this is a quill stem, but with a well-hidden expander bolt. I don't know how to remove all the light/battery gubbins, but I would expect all to be made clear once this is done.
