if you use abrasive paper as I have described (start with the finest grade that removes all the extant scratches) and finish off with solvol autosol (or similar) then 5-10 mins should be plenty long enough to make a big difference. Obviously a whole bike frame will take a bit longer.

Note that abrasive paper soon wears when you are using it on metal. Often, you can hear/see/feel the difference fresh paper makes; as soon as that changes you are certainly not working as fast as possible and you might be wasting your time altogether.
