What's the difference between not being investigated and de-criminalised - other than pedantism?

Quite a lot, the one is about catching them, the other about prosecuting. Sure you have to catch them to prosecute, but there's more ways than one way for that to happen.

Surely the answer is for the provision of secure bike parking to be a contractual arrangement? That is, you pay a little more, but the parking company (eg Ringo) provides secure parking and covers any loss that may arise because of their neglect. Logically, this would be subsidised in part by the rail operators, because it’s in their interests to ensure rail customers are provided for.
